PLC and HMI for Conveyor

I need assistance creating a new PLC and HMI program to control a conveyor. The HMI should allow operators to start, stop, and reset the machine, as well as view alarms, faults. Ideal skills include experience with PLC programming, HMI design, and interfacing with conveyor systems.
I want to create a new tracking system for the conveyor belt. At each end there will be four PIR sensors. When the beam is broken, this will activate a pneumatic solenoid valve to move a cylinder. If the PIR is triggered for more than a predetermined amount of time this will give an output to an Amber Beacon to warn the operators that the belt is not tracking back. There will also be four limit switches and if they are broken by the conveyor belt it means the tracking has failed and the conveyor belt Will go to E stop.
There is one conveyor belt inverter and two drum inverters that will be started and stopped by the system. The signal from the plc to dictate the inverter speed.
2 x control of chilled water. Open solenoid valve, switch on pump 3 port control of water temperature
