Build SILAB Intelligence Monitoring Platform

Development of a Proprietary Strategic Intelligence and Innovation Monitoring Platform for SILAB

We are looking for an experienced developer or small development team to build a fully custom and proprietary Strategic Intelligence / Competitive Intelligence platform for SILAB, a student- and alumni-driven Healthcare and Nursing Innovation Lab.

The platform should be inspired by professional strategic intelligence tools such as Sindup, but must be developed as an independent SILAB-owned solution, with no dependency on a third-party proprietary monitoring platform.

The objective is to build a complete intelligence workflow covering:

- automated collection of international sources related to healthcare, nursing, clinical practice, education, research, technology, regulation, public health and innovation;
- source management and monitoring queries;
- RSS/API/web data collection where legally permitted;
- deduplication, normalization and multilingual processing;
- AI-assisted summarization, tagging, classification and translation;
- strategic intelligence analysis;
- weak signal detection and trend monitoring;
- innovation radar and horizon scanning;
- benchmarking of institutions, technologies, projects and innovation actors;
- SILAB-specific impact scoring and prioritization;
- human validation workflows involving students, alumni and subject-matter experts;
- alerts and priority monitoring;
- transformation of relevant signals into innovation opportunities;
- tracking of opportunities, projects and experiments;
- dashboards for strategic monitoring and innovation portfolio management;
- knowledge base and full decision history;
- export and reporting functions.

The platform should support the following workflow:

Source → Monitoring Item → AI Qualification → Human Review → SILAB Impact Scoring → Alert / Trend / Opportunity → Innovation Project → Experimentation → Evaluation → Knowledge Capitalization.

The system must be multilingual, scalable, secure and deployable on infrastructure controlled by SILAB.

A key requirement is ownership and technical independence:
SILAB must retain ownership and control of the custom source code, database structure, workflows, scoring models, taxonomies, configurations, documentation and project-specific developments.

The developer must provide:

- complete source code;
- Git repository access;
- database schema;
- API documentation;
- deployment documentation;
- configuration files;
- list of third-party libraries and licenses;
- technical documentation;
- administrator and user documentation;
- handover allowing another developer to maintain the system.

Preferred skills:
Python, APIs, web data collection, RSS, SQL databases, AI/LLM integration, NLP, semantic search, dashboards, full-stack web development, Docker, Git and DevOps.

Experience with strategic intelligence, competitive intelligence, OSINT, research monitoring, healthcare or innovation management would be a strong advantage.

We would like the project to start with a deployable MVP before expanding to a larger international monitoring platform.
