USB-C PD Hub PCB Design

TITLE:USB-C hub board with PD pass-through,Ethernet and UART for an Android phone (KiCad)

SUMMARY
I need a small custom PCB that works like a USB-C PD pass-through hub
(similar to a 5-in-1 hub) for an Android phone (OnePlus Nord CE 5). The
phone runs my own app that streams video over 5G and sends telemetry. The
phone is enclosed in a structure, so all connections must be on the PCB
with locking connectors (no loose adapters).

WHAT THE BOARD MUST DO
1. Upstream: USB-C male (or short pigtail) to the phone.
2. Power input: USB-C female PD port (from a charger or a 5V source).
The phone must boot when power is connected here, and it must stay USB
HOST while charging (data role swap).
3. Serial: UART bridge (CP2102N or similar) to a JST-GH connector
(TX, RX, GND) for an external controller.
4. Ethernet: 10/100 USB-Ethernet (RTL8152B or similar, Linux r8152 driver)
with magnetics to a JST connector (data only) for an IP camera. The
camera is powered separately (12/24V).
5. Board chips should run from the phone's USB 5V or the PD input.
