Exact PDF-to-Word Copy

I need the full contents of a PDF transferred into a Microsoft Word document so I can freely edit and revise the text later on. Every page has to look and read exactly like the original—same fonts, font sizes, spacing, headers, footers, tables, bullet styles, and overall layout. No shortcuts or re-flowed text; the Word file should mirror the PDF at first glance while remaining 100 % editable.

Deliverable
