Job Description

Duties

A Contract Senior Executive Assistant is mainly deployed to:
(a) conduct recruitment exercises and liaise with internal and external parties on matters at different stages of recruitment exercises such as arrangement of examinations, vetting applications, preparing for interviews, drafting reports, etc.;
(b) prepare draft replies to returns, enquiries and requests in connection with recruitment exercises;
(c) supervise subordinates in conducting recruitment exercises;
(d) assist in records management matters; and
(e) perform any other duties as assigned by seniors.

Entry Requirements

Candidates should –
(1) have a Bachelor’s or higher degree from a Hong Kong university, or equivalent;
(2) possess at least 6 years of post-qualification full-time work experience, preferably in human resources management, such as appointment and recruitment; and
(3) have met the language proficiency requirements of Level 2 in the two language papers (Use of Chinese (“UC”) and Use of English (“UE”)) in the Common Recruitment Examination (“CRE”), or equivalent (Notes (a) to (d)).

Notes:
(a) Level 2 and Level 1 results of the UC and UE papers in the CRE obtained from December 2006 onwards are of permanent validity. Applicants with valid requisite results in the UC and UE papers obtained in previous CREs are deemed to have met the entry requirement (3) of the post.
(b) Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (“HKDSEE”) is accepted as equivalent to Level 2 in the UC paper of the CRE. Level 5 or above in English Language of the HKDSEE is accepted as equivalent to Level 2 in the UE paper of the CRE.
(c) Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (“HKALE”) is accepted as equivalent to Level 2 in the UC paper of the CRE. Grade C or above in Use of English of the HKALE or in English Language of the General Certificate of Education (Advanced Level) (“GCE A Level”) is accepted as equivalent to Level 2 in the UE paper of the CRE.
(d) An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (“IELTS”) within the two-year validity period of the test is accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.

Terms of Appointment

Successful candidate will be appointed on non-civil service contract terms up to 31 March 2027. Renewal of contract will be subject to service need of the department and the performance and conduct of the candidate.

Benefits

An end-of-contract gratuity may be granted if the contract is completed with satisfactory performance and conduct. Such gratuity, if granted, will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period. 14 days’ annual leave (calculated on a pro-rata basis in a 12-month period) and full pay sickness allowance, whereas rest days, statutory holidays, maternity/paternity leave, where appropriate, will be granted in accordance with the provisions in the Employment Ordinance.

Applications which are incomplete or submitted in person, by post, by fax or by e-mail will not be accepted.

Candidates must state clearly the details of professional qualifications obtained and the results of all relevant subjects obtained in the public examinations in the applications. For qualifications awarded by local institutions/Hong Kong Examinations and Assessment Authority, copies of the relevant transcripts/diplomas/certificates/other qualification documents are not required to be submitted at this stage of application. As for qualifications obtained from institutions outside Hong Kong, scanned copies of the relevant transcripts/diplomas/certificates or other qualification documents should be submitted by e-mail to bkpho@cad.gov.hk on or before 14 August 2026. The on-line application number should be quoted in the subject of the e-mail.

If candidates fail to state clearly the details of professional qualifications obtained or results of all relevant subjects obtained in the public examinations or fail to provide the supporting documents as requested by the deadline, their applications might not be considered.

Applicants are encouraged to provide their e-mail addresses in the applications. Candidates who are selected for interview will normally receive an invitation by e-mail in about six to eight weeks from the closing date for application. Application Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessment on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by e-mail to bkpho@cad.gov.hk on or before 14 August 2026.
