Job Description

Duties

Service Delivery

To provide the technical support in the AI-related research and development for facilitating the Central Forecasting Office’s operations, including :
(a) set up a dedicated development environment with GPU access;
(b) assist in preparing and curating the large data sets for training and developing the AI applications;
(c) assist in developing the AI-based applications;
(d) develop the containerized deployment packages and the application programming interface (API) for interfacing the AI applications with other weather information systems;
(e) carry out functionality and reliability tests;
(f) assist in conducting system security audit on the application developments; and
(g) provide software/system documentation and transfer of the software, documentation and products developed to divisional staff.
(Note: The Analyst Programmer may be required to work outside normal office hours.)

International Aviation Meteorological Collaboration

To provide IT support in the development of dedicated web platforms for supporting the international aviation meteorological collaborations, including :
(a) enhancing and maintaining the in-house developed Significant Weather Information (SIGMET) coordination platform with new functions, observations and forecast products;
(b) enhancing and maintaining the in-house developed Smart Tool for Aviation Regional Weather (STARWx) platform to support aviation forecasters’ operations;
(c) developing new technical tools and providing programming support for the International Civil Aviation Organization (ICAO) Hazardous Weather Information Service (HWIS) trials; and
(d) provide software/system documentation and transfer of the software, documentation and products developed to divisional staff.

Entry Requirements

Candidates should –
(a) have a Bachelor’s degree in Computer Science, Information System or a computer related subject, from a university in Hong Kong, or equivalent;
(b) have met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the HKDSEE or HKCEE, or equivalent [Note];
(c) have at least 3 years' full-time working experience in the field of information technology, of which at least 1 year must be in similar nature of the post being applied for;
(d) be proficient in development with HTML, CSS, JavaScript, Node.js, Java, PHP, or equivalent; have good knowledge in developing software in UNIX/Linux and Windows environment with NodeJS, developing database applications, developing web-based application including WebSocket, RESTful API, GIS, JSON, HTML and JavaScript; and
(e) relevant knowledge and experience in the following technology will be an advantage: (i) Database - MySQL, Oracle, PL/SQL, PostgreSQL and MongoDB; (ii) Scripting languages - Python, Java (J2SE), UNIX shell script, C/C++; (iii) Docker and distributed version control system; (iv) Other technical knowledge and experience in web application development and source control management; (v) Developing AI applications, particularly agentic AI framework.

Terms of Appointment

A successful candidate will be appointed on non-civil service contract (NCSC) terms up to 12 months. Renewal of contract will be subject to the service need of this Department and the performance of the candidate.

Benefits

(1) A gratuity may be granted upon satisfactory completion of a 12-month contract with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance (Cap. 485 of the Laws of Hong Kong), is equal to 15% of the total basic salary drawn during the contract period.
(2) Rest days, statutory holidays, annual leave, maternity/paternity leave and sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance (Cap. 57 of the Laws of Hong Kong).

(1) results of HKDSEE/HKCEE or equivalent examinations and qualifications;
(2) official transcripts and certificates of academic qualifications;
(3) a detailed description of duties for all full-time employments in the field of information technology; of which at least 1 year must be in similar nature of the post being applied for; and
(4) proof of current and previous working experiences.

Please clearly state the title of the Division being applied for and the online application number in the subject of the email and on every page of the copies of the relevant supporting documents. If no Division is specified, it will be assumed that the applicant is applying for posts under both Divisions.

As invitations or notifications will be sent to candidates by email, candidates should provide a clear and accurate email address in their applications. Candidates are held responsible for checking their own emails to ensure that invitations or notifications are duly received.

Candidates who are selected for interview will normally receive an invitation by e-mail in about six to eight weeks from the closing date for application. Those who do not receive any invitation for interview may assume that their applications are unsuccessful.

(g)Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
